Suggestion: Clean up this sub-forum, polls

This forum is cluttered and it's not as effective as it could be.
I was about to post a suggestion and did a couple searches and looked around to see if anyone had already posted a similar suggestion (I don't like re-posting and creating dups).
That's when I noticed that most people's post titles are not nearly descriptive enough to get an idea of what their suggestion is and if it relates to your concern. It also looks to me like there are a lot of similar suggestions being posted across different threads.
Here's what I would suggest:
(1) Posting rules / read me sticky (basically listing good/bad practices and saying that an employee/moderator will kill your post if you really don't know what you're doing)
(2) Threads that duplicate previous suggestions need to be closed. And people need to be discouraged from adding clutter by making several suggestions in a single thread or hijacking a thread and making other suggestions.
(3) Implement polls so we can clearly see what suggestions people really care a lot about.
Quicken: You're getting no cost feedback from experienced users who care about the future of your product, something a lot of other companies wish they had or would pay a lot of money for. I would think that you would want to maximize this opportunity by devoting a little time to making this forum work more effectively.
