Cost Calculator UI concern

When shifting from Expenses to Services in the Cost Calculator the "Persons" window will shift from one side of the screen to the other. That can be somewhat confusing. I would suggest leaving the Persons selection window in one place of the other and leaving it in the same position between the two reports.
